Mark Wilkerson, CFP^®, Senior Consultant/Manager
Mark is the principal, senior consultant, and general manager of VEBA Service Group, LLC (VSG) and its divisions, HRA Consultants, and Copperleaf Consultants. On behalf of VSG, Mark also manages HRA Administrator, LLC, a member of the VALIC family of companies. In addition, Mark administers a personal services contract with the Washington State Department of Personnel offering a health reimbursement arrangement to employees of that state.

Mark oversees and facilitates the creation, implementation, operation, and administration of all plans, and provides in-depth consulting to lawmakers, plan sponsors, and governmental employers regarding tax-compliance issues and the proper structure and operation of voluntary employees’ beneficiary association (VEBA) and Section 115 integral part trusts offering health reimbursement arrangements (HRAs). 

Mark is a nationally recognized expert on matters concerning HRAs, VEBAs, Section 115 trusts, and related topics with over 20 years of experience consulting with such programs for governmental employers around the nation. Mark has provided expert testimony to legislative committees or task forces in Arizona, Montana, and Washington.

A graduate of Eastern Washington University in Cheney, Washington and the College of Financial Planning in Denver, Colorado, Mark is a CERTIFIED FINANCIAL PLANNER™ professional, a General Securities Series 7 Registered Representative, and is licensed in the state of Washington as a life and disability insurance agent.
